The official guidelines governing the use and occupancy of units and common areas at Amaia Steps Sucat — adopted by the Board of Directors pursuant to the Master Deed, and enforced by the Property Management Office.

Foreword. The enforcement of the House Rules shall be done for the common good of the owners and residents of ASSucat. It is designed to maintain the aesthetic quality of the entire building structure including its facilities, and to ensure the right of all residents to a peaceful enjoyment of their respective units and the common areas of the Condominium Complex.

The Administration Office, represented by the Property Manager, acts as the implementing arm of the Condominium Corporation in the execution of condominium policies, restrictions, rules and guidelines promulgated by the Condominium Corporation and/or the Declarant. These Rules are a supplement to the By-Laws and Master Deed and should be interpreted and applied in relation thereto.
1 General Provisions
  1. These House Rules and Regulations, adopted by the Board of Directors of Amaia Steps Sucat Condominium Corporation (ASSucatCC) pursuant to the Master Deed with Declaration of Restrictions, shall govern and regulate the use/occupancy of the individual units and common areas of ASSucat to ensure their efficient and orderly management and to promote the welfare of the ASSucat community.
  2. The duly appointed Property Manager or any of the ASSucatCC Officers so empowered shall have full authority to implement these Rules. Failure to enforce a rule shall in no way be construed as a waiver or abandonment of said rule under any future application.
  3. These Rules are a supplement to the By-Laws and Master Deed and should be interpreted and applied in relation thereto.
  4. All persons residing and/or accessing ASSucat shall comply with these Rules. Such persons refer to:
    1. Principal occupants of the units — unit owners, lessees and their family members.
    2. Household staff (stay-in or not) — domestic helpers, drivers, personal aid or bodyguard.
    3. Guests and visitors of the principal occupants or their household staff.
    4. Condominium employees of ASSucat.
    5. Service providers — postman/package delivery, newspaper boy, exclusive utility providers (Globe, Meralco, Skycable), specialty contractors, movers, taxi drivers.
    6. Suppliers/Manufacturers — entities delivering or picking-up large or non-hand-carried and valuable articles (furniture, appliances, artworks).
  5. ASSucat shall be used exclusively as a residential complex subject to the restrictions and limitations of the Master Deed.
  6. Only authorized persons shall be allowed entry and exit to ASSucat, and any form of illicit activity is strictly prohibited within the premises.
  7. Any unit and/or its corresponding parking slot shall not be leased, mortgaged or sold without clearance from the Condominium Corporation subject to the Master Deed and other appurtenant documents.
  8. All unit owners/tenants shall be responsible for the upkeep and improvements/renovations of their units. All repairs or refurbishing works must be duly authorized by the Property Management Office and comply with the Design & Construction Guidelines, the National Building Code and Fire Code.
  9. The unit owner/tenant shall be liable for any third-party damage, increase in insurance premiums, or invalidation of insurance policies resulting from violation of these Rules.
2 Use of Units and Common Areas
  1. No unit shall be subdivided into smaller units or partitioned among co-owners.
  2. All unit owners/tenants shall keep the units and common areas "Hazard Free" and in conformity with the overall character of the building.
    1. All entrances, exits, fire escapes, elevators, stairways, lobbies, hallways, sidewalks, driveways, parking spaces or any part of the common areas should be free from obstructions at all times.
    2. Smoking is strictly prohibited in fire escapes, stairways, lobbies, elevators, hallways, balconies, equipment room and roof deck.
    3. "Safety or Fire Hazard" materials (toxic, combustible, flammable, explosive substances) and deadly weapons are not allowed in any unit or any part of the Condominium Complex.
    4. Nothing shall be placed in any unit or common area which may impair the structural soundness and stability of the building or distort its exterior appearance.
    5. No antenna or window guard shall be installed on the exterior. Residents with children are encouraged to install window guards on the interior.
    6. Flower pots shall be placed only in areas designated by the Condominium Corporation.
    7. Unit owners/tenants shall not hang anything or place signs, notices, posters or other advertising on the building exterior, especially on windows, plant boxes, doors or any part of the common areas.
  3. All unit owners/tenants shall not use their units and common areas in a way that deviates from their actual purpose, damages the reputation of ASSucat, disturbs residents, or diminishes property value.
    1. Common areas shall not be used for storage of any kind.
    2. Residential units shall not be used as an office, boarding house/dormitory, "bedspace type" establishment, or a teaching facility for music, cooking, languages, etc.
    3. Balconies/terraces shall be used discreetly. Scandalous/indecent flaunting or provocative acts, and performing household chores (ironing, drying clothes, meal preparation) are prohibited in these areas.
  4. All unit owners/tenants are prohibited from using common areas as an extension of their private space and shall confine household/personal items and activities within their units.
    1. Placing personal items (umbrellas, doormats, unworn slippers/shoes, etc.) on common areas, especially hallways and entrances, is strictly prohibited.
    2. Household chores, sleeping, eating or residing in common areas is not allowed.
    3. Entertaining guests and visitors should be done inside the units.
    4. No cycling, skateboarding, or any kind of playing is allowed inside building common areas.
      1. Business solicitation or advertisements inside the building (flyers, leaflets, calling cards, peddling merchandise) is strictly prohibited. Brochures may be distributed/placed in mailboxes subject to Condominium Corporation approval.
      2. Unit owners/tenants are encouraged to wear decent attire in common areas.
3Elevators
  1. A Special Use Elevator Permit is required by the Property Management to authorize an owner/tenant to use the elevator for large, voluminous and/or heavy equipment, furniture and packages within a specific time slot.
  2. Unit owners/tenants shall provide protective padding or board in the elevator when hauling heavy/voluminous articles, and shall be escorted by the security guard on duty or in-house maintenance staff.
  3. The maximum load of the elevator must not exceed 630 kgs at any given time. Damage caused by moving or carrying heavy articles shall be for the account of the responsible unit owner/tenant.
  4. The elevator capacity is eight (8) pax.
4Air-Conditioning Units
  1. Every unit is provided with a designated area for a window-type air-conditioning unit. No ventilator or additional air-conditioning device or similar equipment shall be installed outside the designated area.
  2. Each unit owner/tenant shall keep such device in good condition, in terms of appearance and mechanical repair.
    1. No unit owner/tenant shall permit the device to leak condensate water or make noise that unreasonably disturbs other occupants.
    2. If the device becomes rusty or discolored, it must be repainted with materials of good quality. If not kept in good condition, the Condominium Corporation may remove it and charge the removal cost to the unit owner. Reinstallation requires the device to be restored to good condition and approved by the Condominium Corporation.
5Utilities
  1. No unit owner/tenant or engaged contractor shall tamper with any portion of the plumbing, communication, electrical system or other building equipment unless accompanied/supervised by authorized personnel of the Condominium Corporation or Property Management.
  2. All unit owners/tenants are responsible for repairing defective utility lines (water and electrical) inside their units. Damage to other residents from poor maintenance (e.g., leaking faucet) or negligence (e.g., unattended running faucet) shall be charged to the responsible owner/tenant.
  3. Electrical panels should be labeled, covered and accessible at all times.
  4. Utilities inside the unit may be inspected by Property Management as deemed necessary, but only at reasonable hours and with one (1) day prior notice to the unit owner/tenant.
  5. During power outages, an emergency light is provided inside the unit.
6Fire Safety
  1. Property Management shall conduct quarterly fire safety inspections. Residents must comply with inspection reports and recommendations.
  2. There shall be no tampering of fire protection devices (sprinklers, fire alarms, smoke detectors, hose cabinets, etc.) inside units or elsewhere in the building.
  3. Each owner/tenant must provide, at their own expense, one fire extinguisher specified by the Fire Marshall, located at the kitchen. The Condominium Corporation will purchase and provide one (charged to the owner/tenant) if a unit is found without one during inspection.
  4. Octopus electrical connections are strictly prohibited. Defective electrical wiring and equipment must not be used and should be replaced immediately.
  5. Toy balloons brought inside the building should not be placed in the kitchen or near electrical fixtures.
  6. Residents are required to participate actively in scheduled fire drills.
7Noise
  1. Residents must refrain from noisy or boisterous acts that would disturb the peace and order within the Condominium Complex. Residents must be considerate when using musical instruments, radios, television sets and amplifiers so as not to disturb other residents.
8Parking
  1. The parking area inside the Condominium Complex is for the exclusive use of residents/tenants and/or their authorized visitors or guests.
  2. Unit owners' vehicles should be parked only in their individually owned slots. Illegitimate parking is strictly prohibited; a car found in the wrong slot shall be towed at the owner's expense.
  3. Authorized parking of visitor(s) is restricted to the leased/owned parking slot of their "host owner/tenant".
  4. Each car should occupy only one slot, which may also be used for bicycle(s), motorbike(s) or trailer without encroaching on the driveway or adjacent slots. Double parking is strictly prohibited.
  5. Parking of vehicles should be done facing the wall.
  6. Warming up of vehicles at the parking area for more than 10 minutes is not allowed (potential cause of carbon monoxide poisoning).
  7. Vehicles stalled in the parking area for more than one (1) month shall be reminded by the Property Manager to keep them in clean condition.
  8. Street parking or gutter parking is not allowed.
  9. Cleaning of cars at the parking area is limited to using rags and a medium-sized pail/container of water. Use of a water hose or engaging "car wash boys" is not allowed.
  10. General maintenance (sweeping and hosing) of the parking area is the responsibility of the Property Management Office.
  11. No Parking Unit shall be used as a storage area, driver's lounge or waiting area, or in any manner that is improper, offensive, annoying, or interferes with other Owners' peaceful possession.
  12. No Parking Unit shall be used for storage of commercial vehicles (taxis, commercial vans, delivery vans, trucks), except commercial vehicles owned by a residential unit owner, subject to Declarant approval and Condominium Corporation rules.
  13. The Property Management Office may designate a delivery drop-off area adjacent to the main entrance. Loading/unloading shall only be allowed at designated locations; maximum unloading/loading time is one (1) hour.
  14. Leasing of parking slots is limited to ASSucat residents only. Slots shall not be leased out to "outsiders". A copy of the lease agreement must be furnished to the administration.
  15. Vehicles of unit owners and tenants must be registered with the Property Management Office and display their "Amaia Steps Sucat" sticker visibly. Vehicles without stickers are subject to security procedures before entry. Application forms are available at the Property Management Office.
9Vehicles Inside the Condominium Complex
  1. Unit owners/tenants/guests must observe traffic rules while inside the complex. Speed limit is 10 kph and traffic signs must be followed at all times. The unit owner/tenant who secures a visitor pass shall be held liable for any house-rule violation by their visitor.
  2. Vehicles equipped with loud engines and/or amplified stereos should not create nuisance within the complex.
  3. Smoke-belching vehicles are not allowed to enter the condominium complex.
  4. Blowing of car horn is prohibited.
  5. Major repair works and oil changes within the complex are strictly prohibited.
  6. Testing of car alarm systems is prohibited within the complex.
  7. Sleeping or staying in parked vehicles is not allowed.
  8. Riding bicycles on streets/driveways is allowed but prohibited on grassy areas and pedestrian walkways. Riders should not obstruct traffic and must always give way to vehicles; minors should be accompanied by adult guardians.
  9. The Condominium Corporation and/or Property Management will not be held liable for any loss of or damage to vehicles inside the Condominium Complex.
10Sanitation, Garbage Disposal & Solid Waste Management
  1. Unit owners/tenants are responsible for keeping their units, especially the kitchen area, in sanitary condition.
  2. Grease traps (under the sink) should be checked and cleaned regularly, extracting accumulated sediment at least once a week.
  3. Unit owners/tenants should carry out housekeeping chores regularly and properly.
    1. Only use cleaning agents that will not damage interior finishes or common-area exteriors (main doors, windows).
    2. Dusting rugs or disposing of waste from windows, hallways, parking areas or any common area is prohibited.
  4. All condominium occupants should abide by the Solid Waste Management Program of ASSucat: segregation, recycling/re-use of resources, and proper disposal.
  5. Waste Segregation & Packaging — all waste shall be sorted and segregated in properly tied garbage bags:

  6. Garbage Disposal
    1. All garbage bags must be properly tied before disposal.
    2. Burning of waste materials, garbage or refuse is not allowed anywhere in the Condominium Complex.
11Household Staff and Visitors
  1. Unit owners/tenants are responsible for the behavior and conduct of their visitors, domestic helpers, drivers or other persons under their employ/control, and must ensure their compliance with the House Rules and Declaration of Restrictions.
  2. All staff employed by unit owners/tenants are required to register with the Property Management Office and secure ASSucat I.D. cards to gain access. They may have visitors only upon prior clearance by their employers; such visitors are restricted to the unit(s) of destination and prohibited from loitering within ASSucat. The host household staff is responsible for their visitors' conduct.
  3. Domestic helpers, drivers, aids or bodyguards caught gambling, intoxicated, or stealing while inside the complex shall be asked to leave and denied entry, with appropriate action imposed accordingly.
  4. Household employees, drivers, aids or bodyguards shall be properly attired, preferably in uniform.
12Security Control

All persons and their properties in the Condominium Complex are bound to ASSucat's security control. Unit owners/tenants, guests and visitors should practice vigilance against possible threats to the peace and order of the community, and should immediately report any suspected intrusion, trespassing, illicit activity or unusual occurrence to the Property Management Office or security personnel.

  1. 12.1 Resident Information Sheet
    1. Property Management and Security will use only information provided in the Resident Information Sheet as a secondary reference for Gate Pass, or in the absence of an ASSucat ID or Car Sticker.
    2. Changes must immediately be reported to the Property Management Office to facilitate entry of newly employed household staff.
  2. 12.2 Pedestrian Screening
    1. ASSucat-Identification Card: Required for all persons under the employ of residents (drivers, domestic helpers, bodyguards), secured from the Property Management Office at a cost.
      1. Applications are accomplished by the person concerned and endorsed by the unit owner/tenant, with two (2) 1"x1" pictures.
      2. ID cards are color-coded; validity depends on the employment status indicated.
      3. ID cards must be worn at all times while within ASSucat and are non-transferable.
      4. Owners/tenants must promptly inform Property Management in writing of any change in employment status (termination, removal, suspension, resignation, etc.), and ensure IDs are surrendered upon termination.
      5. Lost IDs must be reported immediately; a formal declaration noted by the employer is required before a replacement (at a cost) is issued.
      6. Transfer of a unit employee to another owner/tenant requires clearance from the previous employer.
    2. ASSucat-Visitors Pass:
      1. All visitors must register at the Guard House; the guard-on-duty verifies with the relevant resident before issuing a Visitors Pass.
      2. Stay-in guests shall be registered by their host residents and issued an ASSucat-Visitors Pass.
      3. Visitors must surrender a valid ID at the Reception Desk in exchange for the Pass, which must be worn at all times and returned before reclaiming the ID.
      4. A lost Visitors Pass must be reported immediately for clearance processing.
    3. Bags and packages brought in/out by domestic helpers, drivers, construction workers, visitors, etc. are subject to inspection by security guards each time they pass through the gate.
    4. All guests, visitors and employees, including licensed security personnel/guards, must deposit firearms with the reception desk upon entry. Carrying or brandishing firearms outside one's own unit is not allowed.
  3. 12.3 Vehicle Screening
    1. ASSucat-Car Sticker: Vehicles must be registered with Property Management and display the Car Sticker on the windshield for inspection. Stickers are issued only to vehicles with parking slots; otherwise the driver must surrender their license for a vehicle pass.
    2. ASSucat-Vehicle Pass: Visitor vehicles enter upon securing a Vehicle Pass from the entrance guard (driver's license surrendered in exchange). The pass must be displayed on the dashboard and returned before the license is reclaimed.
    3. Only authorized staff with ASSucat-ID may drive residents' vehicles in and out of the parking area.
    4. Visitor vehicles shall be allowed to park only at the host resident's slot.
    5. Drivers of vehicles with heavily tinted glass/windshields must open side windows at the entrance guard for security identification.
    6. Public utility vehicles (except taxis) are not allowed entry. Tricycles and taxis are allowed subject to inspection and gate pass, only from 6 AM to 10 PM, and only with passengers.
  4. 12.4 Pullout of Items — Any item pulled out from a unit or the Complex requires a Gate Pass signed by the resident/authorized representative and noted by the Property Management Office.
  5. 12.5 Pick-Up & Delivery
    1. All large item deliveries (furniture, appliances, non-hand-carried articles) must be cleared through the Property Management Office; no deliveryman is allowed inside without clearance.
    2. Small hand-carried packages are accepted by the Property Management Office. No COD package is accepted without prior arrangement with the resident.
    3. Valuables/bulky packages that cannot fit in mailboxes must be immediately claimed by the resident upon advice of delivery.
    4. Regular deliveries (newspapers, postal, subscriptions) are delivered to the Property Management Office for distribution to respective mailboxes.
    5. Pick-up and/or deliveries are permitted between 8:00 AM to 5:00 PM, Mondays to Saturdays (except holidays). Exceptions must be cleared with Property Management.
  6. 12.6 Emergency Entry — The Property Manager and/or representative(s) are authorized to enter a unit in case of emergency (fire, flood, or other life-threatening situations), even if occupants are out and even if entry may cause damage to doors and/or contents.
13Condominium Employees
  1. Maintenance personnel of the Condominium Corporation are not responsible for the upkeep, maintenance and/or repair of the interior of residential units, or areas not considered "common areas" as defined in the Master Deed.
  2. Subject to availability of resources, requests for service or repair must be coursed through the Property Management Office; the requesting party shall be billed accordingly.
  3. Owners/tenants are discouraged from giving tips to employees of the Condominium Corporation and/or Property Management.
  4. No resident shall send any Condominium Corporation or Property Management employee on any private errand or task within or out of the building.
14Pets
Only aquatic pets are allowed in the Condominium Complex. Property Management reserves the right to regulate the kind, type, breed, quantity and size of aquatic pets.
15Pest Control

Monthly pest control services against mosquitoes, vermin and other pests — including inspection for wood termites in common areas and inside individual units — will be provided by the Condominium Corporation upon prior notice to unit owners/tenants. Related expenses form part of the assessment dues.

16Prolonged Absence of a Resident
  1. The owner or resident shall advise in writing, in advance, the period the unit will be left vacant, properly signed by the person authorized to visit/care for the unit — ensuring Property Management is notified and utility consumption monitored.
  2. Whenever a resident leaves for more than three (3) days, the door key may be left with an authorized representative, with written notice to Property Management. Otherwise, the representative will be denied access.
  3. The representative keeping the keys must, upon demand by Property Management, provide access as soon as possible. Property Management has the right to gain access, by any means, into an unoccupied unit in emergency cases to prevent injury or damage.
  4. The resident shall not leave any keys with Property Management for safekeeping at any time. No condominium employee is authorized to keep the keys of any unit.
17Sale of Unit(s)
  1. Right of First Refusal (per Section 2 of the By-Laws):
    1. Notice of availability for sale must be submitted in writing to the Corporate Secretary, including price, terms and conditions. A form is available at the Administrative Office.
    2. The Corporate Secretary shall post the notice on conspicuous places within the Complex; distribution to other owners is at the seller's cost if requested.
    3. Members interested in purchasing must inform the Corporate Secretary in writing within seven (7) days from the Notice of Sale, at the price/terms imposed.
    4. If more than one member is interested, the buyer is chosen by drawing lots, procedure set by the Corporate Secretary.
    5. If no member purchases the unit under the offered terms, the seller is free to sell to a third party under the same price/terms. A copy of the Deed of Sale must be submitted to the Corporate Secretary within three (3) days from date thereof.
    6. If the seller wishes to change the terms of sale, other members must again be given the Right of First Refusal under the revised terms.

  2. Certificate of Management
    1. Unit owners who sell their unit(s) are required to secure a Certificate of Management from the Condominium Corporation before the Condominium Certificate of Title can be transferred to the buyer.
    2. Written notice to the Board of Directors indicating the buyer's name and address is required.
    3. A photocopy of the Deed of Sale or Buyer's Agreement is required.
    4. A request for a Secretary's Certificate regarding alien ownership is required if the buyer is a foreigner.
  3. Corporate unit owners should advise Property Management of any change in assignment of their units at least fifteen (15) days before it takes effect; otherwise representatives/assignees will not be allowed entry.
18Lease / Mortgage of Unit(s)

All lease contracts shall comply with Section 2.18 of the Master Deed, including the provision authorizing the Board of Directors to demand and receive rent due, up to an amount sufficient to pay all dues, assessments, interest, penalties, attorney's fees and other charges.

  1. A unit owner may lease, mortgage or otherwise encumber a unit to any third party provided that:
    1. Prior written notice of the lease/mortgage/encumbrance is given to the Condominium Corporation, indicating the name of the lessee/mortgagee.
    2. In case of a lease, the lessee is acceptable to the Condominium Corporation.
    3. The lease/mortgage/encumbrance is in writing and subject to the Master Deed and related documents.
    4. If the unit owner is delinquent in assessment payment, the Condominium Corporation may require the lessee to remit rentals directly to it until the delinquent account is fully paid.
    5. The leasing/mortgaging owner must incorporate provisions into the lease/mortgage instrument to give effect to items (ii)-(iv) of Sec. 2.18 of the Master Deed.
    6. The owner is not relieved of their obligations under the Master Deed, Articles of Incorporation, By-Laws and these House Rules by reason of the lease, mortgage or encumbrance.
  2. A unit owner shall give written notice to the Condominium Corporation of every lien upon the unit within five (5) calendar days after the lien attaches.
  3. Written notice shall be given of every suit or proceeding that may affect the title to the unit within five (5) calendar days after the owner obtains knowledge thereof.
19Moving In or Out
  1. A buyer or tenant shall not be allowed to move in and occupy the unit unless the following are fully complied with:
    1. All dues, assessments, penalties, fines and other accrued charges on the unit are fully paid.
    2. The unit owner furnishes the Board with a copy of the duly approved, signed and notarized Sale or Lease Contract.
    3. The unit owner provides written notice of the move-in date at least seven (7) days prior to actual move-in.
    4. The Resident Information Sheet (principal occupants, contact details, employees, registered vehicles, authorized signatories) is submitted seven (7) days prior to actual move-in.
  2. Moving-in or out is allowed only between 8:00 AM to 5:00 PM, Mondays to Saturdays (except holidays).
  3. Unit owners must advise Property Management in writing of the expiration of a lease at least one (1) week prior, in preparation for move-out. The tenant will not be allowed to take out belongings without written advice from the owner and settlement of all obligations to the Condominium Corporation.
  4. Unit owners must notify the Board in writing of any change of occupant/tenant at least one (1) week before move-in, to ensure occupants are authorized by the owner to stay/reside in the unit.
20Assessment
  1. All unit owners/tenants are proportionately liable for common area expenses, assessed monthly and paid to the Condominium Corporation.
  2. For delinquent accounts, the Condominium Corporation reserves the right to deny the owner, their tenants, guests/visitors and relatives from using facilities (swimming pool, clubhouse, etc.) until dues are fully paid.
  3. The Condominium Corporation may impose legal action against an owner who fails to pay dues.
  4. Payments are applied first to penalties and interest, then to monthly assessments, before any credit is made for utilities and other charges.
  5. If a resident misses the payment deadline for dues/utility bills, the unpaid amount is reflected on the next statement and must be settled together with the current dues. If still unsettled, a notice of water supply disconnection is sent, giving 10 days to settle all dues/bills. A PHP 500.00 reconnection fee applies before the supply is reconnected.
21Insurance
  1. The Condominium Corporation carries sufficient fire and property damage insurance on the building structure, common areas and equipment.
  2. Unit owners/tenants are required to secure their own liability and property damage insurance covering the contents and improvements in their individual units.
22Address of Notice

All communications and billings to unit owners by the Condominium Corporation will be addressed and sent to their respective units at Amaia Steps Sucat, unless another address has been given in writing.
